Cost Estimating

PIMD has a group of cost estimating professionals that are multi-disciplined estimators, each having focused knowledge of specific construction divisions.

The group provides cost estimates for LBNL Capital Asset Projects, Science-based Infrastructure modifications & alterations, facility improvements, deferred maintenance work and D & D projects based on the level of design maturity:

• Class 5 – Conceptual/ROM
• Class 4 – Feasibility/Planning
• Class 3 – Budget/Preliminary
• Class 2 – Semi-Detailed
• Class 1 – Full Definitive

The group provides a Basis of Estimate (BOE) assumptions for the Cost Estimate and the development of the Scope of Work,  basis for project escalation rates,  an evaluation/crosswalk for the project Total Estimated Construction Cost (TECC), and confers with Management, Project Managers, LBNL crafts, Safety, Security and Science teams in scope development.  This provides the customer with a “Total Project Cost” that captures not only the construction labor and material costs, but also includes all the supporting elements of a turn-key project.

The group also provides procurement compliant “Independent Government Cost Estimates” (IGCE’s) for new project proposals and change orders, and requests for equitable adjustments (REA’s) to be fair and reasonable.

The group is responsible for maintaining construction cost databases and estimating software with up to date information, including LBNL historical construction costs.

The estimating group provides the LBNL scientific programs with free rough order of magnitude (ROM) estimates for up to 8 hours of effort.
